Employment Land Review and Office Market Study

DLP’s Research & Analysis team was instructed by Coventry City Council in November 2023 to undertake an Employment Land Review, which would form evidence to support the emerging local plan. This included assessing 77 employment sites across the city. We combined on-site surveys with desk-based analysis, applying a bespoke ranking system based on site characteristics such as size and capacity, need for investment, level of employment usage, sustainability considerations, level of occupancy and accessibility.
We analysed the employment baseline by looking into existing floorspace, past completions and losses, vacancy rates and redevelopment potential. Stakeholder workshops and one-to-one interviews with developers, council officers, the Coventry Growth Hub and university innovation teams provided qualitative market insights. Deliverables included interactive GIS maps, individual site proformas and a concise report of policy recommendations and options for mixed-use allocations, core logistics safeguarding and flexible workspace provision.
Following the initial review, the Research & Analysis team were instructed to undertake an additional Office Market Study focused on evidencing post-pandemic workspace dynamics. Using a similar methodological rigour, our team undertook detailed market analysis and held targeted workshops. These sessions revealed an increased demand for flexible office spaces that support hybrid working patterns such as hot-desking and collaborative areas, and a growing emphasis on well-located spaces with integrated facilities and services. The addendum report set out refined policy recommendations to accommodate these changing requirements.
The Outcome
The Employment Land Review and Office Market Study will be used as supporting evidence in the Local Plan examination, directly informing policy preparation and land use allocations.
