Angela Dimbleby

Angela has worked with the DLP Group since 2013.

She held the position of Finance Director for the Group and supported the Director Boards of both DLP Planning Ltd and Cass Design Consultants Limited for many years whilst working strategically alongside the Managing Director of the Group.

Given the Group’s exciting transition to an Employee-Owned Trust in March 2022 and the stepping down of the previous Managing Director in January 2024, Angela was appointed by the Board to take the Group forward from its very stable and consolidated position in the industry, Angela has significant experience in delivering at a leadership level for businesses, both in the UK and overseas. She is aptly supported by a committed and experienced team of Directors across the country, and a team of conscientious staff members.

Angela is committed to supporting the DLP team in all development areas, to upholding the values of the business and to ensuring that the organisation continues to deliver a superior service to our clients.

Andy Parry

Andy is a Chartered Town Planner with considerable experience gained in both private and public sectors.

Andy joined DLP Planning Ltd in 2013 from Local Government and was appointed to the role of Director in our Bedford Office in 2018. He oversees the Bedford Planning team alongside Hannah Albans.

He has over fifteen years’ experience in town planning and has successfully led project teams to secure planning permission for a range of development proposals. Some of his more recent successes include securing outline consent for the redevelopment of the former Greyfriars Police Station site in Bedford Town Centre and reserved matters approval for circa 200 dwellings at Tattenhoe Park, Milton Keynes.

Andy’s clients include national and regional housebuilders, commercial developers, landowners, Housing Associations, public bodies and private individuals.

He is particularly adept at providing clients with clear strategy advice and navigating the complex planning system to deliver results. He has experience of appearing at both Examination in Public and acting as an expert witness at Public Inquiry for major residential schemes.

Hannah Albans

Hannah has significant experience in both the private and public sectors including working for local government and client side for a national PLC house builder.

Hannah joined DLP Planning Ltd in May 2018 and is a Director in the Bedford office alongside Andy Parry. Hannah specialises in the coordination of major planning applications, advising on and negotiating all elements of the planning process from pre-application consultation through to determination and delivery and has extensive experience of leading multi-disciplinary teams to deliver a variety of complex planning projects. She advises on appropriate development strategies to achieve commercially viable schemes and has vast experience across all development sectors with expertise in large-scale residential and mixed-use projects as well as extra care housing developments.

Hannah acts for a range of private sector clients and housebuilders across the East of England and works with several private individuals promoting their land for various uses.

Rhys Bradshaw

Rhys joined DLP in 2019 and became the Director of the Rugby office in 2021. He started his career in local government with Northampton Borough and East Northamptonshire Councils. At the latter, he rose to Head of Development Management, overseeing marked service improvements in the determination of major planning applications.

Rhys has been responsible for the delivery of large-scale developments in both urban and rural locations, representing clients at planning committees, appeal hearings and inquiries. He has experience in residential, commercial, tourism and renewables sectors. He has an excellent understanding of local authority processes and governance and has led on a broad range of development projects, including sustainable urban extensions, commercial and renewable schemes. Within the DLP Group, Rhys has the responsibility for energy projects having worked on a range across both the public and private sectors.

Thaddaeus joined DLP in the summer of 2024, having previously set up and run his own planning consultancy and land agency business. Prior to this, he worked for 10 years in a private sector consultancy where he served as a Planning Director prior to holding the position of Regional Land Director. Before working in spatial planning, Thaddaeus gained experience working as a consultant on the Compulsory Purchase Order (CPO) programmes for two major infrastructure schemes, being Thames Tideway for Thames Water and Thameslink for Network Rail.

Thaddaeus has worked across a broad range of sectors having advised institutional clients on large portfolios across the UK. He has a keen interest in the Industrial & Logistics sector, residential development and educational facility projects.

Michael Edgar

Michael has over twenty years of planning experience with DLP Planning Ltd, joining the company in 2002 at the Bedford Office before moving to the Sheffield Office in 2004. Michael has held a Director role in the Sheffield Office since 2013. He has extensive experience in city centre regeneration schemes as well as residential development and education facilities.

Michael has considerable experience in the preparation of large-scale applications for planning permission involving higher and further education institutions. He was the chief planning contact for the development team involved in the Advanced Manufacturing Research Campus, now developed as The University of Sheffield Innovation District.

Michael successfully secured planning permission for the now occupied Student Roost mixed use redevelopment scheme incorporating student accommodation (comprising a range of studios, apartments and cluster units to create 972 bed spaces) with Hub Space and a 19-storey tower on a site adjacent to a conservation area.

He has produced evidence and presented submissions at Core Strategy Examinations, Local Plan reviews, as well as Planning Appeal Hearings and at Public Inquiry.

Jim Lomas

Jim has in excess of 37 years of planning experience in both the private and public sector. He joined DLP in 2002 and has played a lead role in developing both the East Midlands and Sheffield Offices.

Jim has extensive experience in city centre redevelopment, urban regeneration, strategic site promotion, housing, recreation, education and healthcare  development, including the delivery of community based projects.

Jim’s experience and his involvement in projects covers all stages where planning is critical. This includes early feasibility and planning appraisal work leading to recommendations on the most effective strategy, pre-application consultation, engagement and the management of the process of promoting a development opportunity. This all embraces representing the aspirations and views of client groups at many stages, including acting as Expert Witness at Public Inquiries, High Court Challenges, Informal Hearings, public meetings, and political engagement where necessary.

Anna Meer

Anna is a Chartered Transport Planner with over twenty years’ experience, and, jointly with David Baber, leads the Transport and Infrastructure division of DLP. She is experienced in leading on mixed-use, residential, educational establishments and commercial developments from an initial master planning feasibility stage through to planning submission and Discharge of Conditions.

Anna has gained extensive experience working for both national and international multi-disciplinary consultancies and has also previously worked in the public sector as part of a Client Framework Support Commission, where she was responsible for leading various feasibility studies. She has extensive experience of dealing with statutory consultees throughout the lifespan of the design process.

Anna also has extensive experience as a Highways Expert Witness at Planning Appeals, including the production of Proof of Evidence, attendance at Public Inquiries and Hearings, and written representations.

David Baber

David joined DLP Planning in 2017 and, alongside Anna Meer, leads the Transport & Infrastructure division of DLP. David is an accomplished and experienced senior professional with over 30-years working in land development and the delivery of complicated and demanding development and infrastructure projects.

David’s particular expertise lies in development planning, supporting technical inputs on planning applications and advising clients on scheme development from a highways, drainage, and infrastructure perspective.
David is highly experienced in understanding the commercial drivers, planning process, political process, and infrastructure requirements for promoting and delivering successful land development projects and has extensive experience as a Highway Expert Witness at Planning Appeals and Public Inquiries.

Jon Goodall

Jon is a Director in the Research & Analysis team and is based at DLP Planning’s Bedford office and leads DLP’s work within Strategic Land Promotion. He holds a first-class MA in Geography from the University of Cambridge and an MSc in Town Planning with Distinction and has over 15 years’ experience gained within the private and public sectors.

Jon’s background demonstrates a passion for effective strategic planning, with a proud track record of direct involvement with adopted Local Plans covering five local planning authorities and many wider contributions to the preparation of evidence. Through the promotion of land within the private sector Jon has successfully secured numerous site allocations (including removal of land from the Green Belt) and directly impacted the direction of multiple emerging Plans in response to clients’ soundness concerns.

Jon specializes in assessments of need and supply of land for housing and economic development. Jon also leads preparation of the wider portfolio of socio-economic and demographic analysis DLP offers to support projects including older persons’ housing need and affordable housing. He has extensive knowledge of site selection, policy development, stakeholder engagement and plan-making. Jon’s expertise spans all stages of the planning process, from site identification and promotion to securing permissions through planning applications and appeals.

Jon has a skill and passion for subsequently presenting his skill and understanding at both Local Plan Examination and as part of the Appeal process. Since joining DLP, Jon has applied his extensive experience to a range of private and public sector clients, contributing to robust evidence bases and providing critical assessments to support successful planning decisions.

Paul Forshaw

Paul expanded our Liverpool team in 2024 having worked for previously for 17 years in consultancy and client-side roles across the north of England. Paul is key contact for our northwest clients including commercial and residential development management projects. He has extensive experience in strategic land promotion and also represents clients at NSIP Hearings.

Dr Kirsten Ward

Kirsten is a Chartered Town Planner with over fifteen years’ experience in private and public sector planning and has developed specialisms in strategic spatial planning and evidence-led research to inform policy, applications and appeals. Kirsten joined DLP’s Research & Analysis team in 2019 where she has since delivered bespoke research projects and strategic site promotion activity for both public and private sector clients. Kirsten was promoted to Director in 2025 and now leads the Research & Analysis team alongside Jon Goodall.

Since joining DLP, Kirsten has led the preparation of data-driven assessments covering a broad range of issues including housing and employment needs, housing land supply, older persons’ housing needs, economic impact assessments, health impact assessments, strategic site searches, and a growing portfolio of neighbourhood plan work for town and parish councils. Kirsten has also promoted clients’ interests through Local Plan representations and appearances at Local Plan Examinations. She has worked on planning appeals for a range of clients, including presenting evidence at appeal hearings.

Kirsten has experience in the development of planning policy at local, sub-regional and regional levels in the UK, and whilst at DLP has provided planning policy support for a number of local authorities. Prior to joining DLP, Kirsten also worked on a number of international projects, including the development of regional structure plans in the Middle East.

Kirsten has a PhD in Urban Studies & Planning from Sheffield University where she researched practices of cross-boundary strategic spatial planning in Sheffield City Region and the role of the Duty to Cooperate. During this time Kirsten also gained a recognised qualification in Higher Education teaching and learning (AFHEA).

Fay Wagstaff

Fay joined Company in July 2013, following a 21-year career in Banking.

During this time, she developed a wealth of skills and experience to enable her to effectively support and develop the business and staff.

Her role is varied and includes, first and foremost, supporting all staff across the Group, providing HR advice and support, managing recruitment, premises, Health and Safety and supporting the Board and Managing Director. Fay leads the team of Office Managers who support the Group.
Fay strives for excellence and efficiency with the aim of continuous improvement for her, her team and the Company.

Abi joined DLP Planning in 2021 as a Planner and, after a stint at a national housebuilder, has since returned as an Associate Planner within the Research and Analysis division of DLP.

Abi has worked with both private sector developers and public sector bodies to deliver much needed homes throughout the UK.

Abi and the wider Research & Analysis team are skilled in providing strategic land advice, specialist report production (such as Five-Year Housing Land Supply reports), Green Belt reviews, economic impact assessments and Plan preparation and support.

In terms of her EOT role, Abi helps provide a key link between the EOT Board and DLP staff. She aims to act as a conduit to allow any thoughts or concerns to be raised. This will allow the Board to consider, discuss and resolve any such matters.

Abi firmly believes that DLP being an EOT to be a huge positive for all involved. She is confident that this increases staff engagement and helps incentivise staff to take an active interest in company performance and efficient, high quality project delivery for Clients.

As a staff representative on the EOT Board we have worked alongside others to develop our approach to enhancing diversity, inclusion and wellbeing across the organisation, including ensuring this is directly embedded in our corporate strategy. The EOT Board has also worked alongside the Board of Directors to introduce staff volunteer days, a cycle to work scheme, and other staff benefits.

Continuing to prioritise employee wellbeing and promote an inclusive culture will not only help to enhance levels of engagement and innovation, but it will ensure that we continue to provide a happy and supportive working environment for all of our staff. A win for all involved! !

James Neville

James joined DLP in 2018 as a Principal Transport Planner and has since been promoted to an Associate Director within the Transport and Infrastructure division of DLP.

With over 15 years of experience in transport planning, James has worked with both private sector developers and public sector bodies to deliver sustainable developments throughout the UK.

James and the wider team are skilled in providing transport and highways inputs to all stages of the application process from the initial feasibility review of a site, the provision of a site access, the delivery of sustainable travel measures and the wider assessment of any transport related highways impacts of a scheme.

In terms of his EOT role, James provides a key link between the EOT Board and DLP staff ensuring that all decisions made by the Boad are clearly articulated to the wider EOT staff members. This conduit also allows any issues or concerns raised by EOT staff to be brought directly to the Board so it can be considered, discussed and resolved in a timely manner.

James sees the fact that DLP are an EOT as a huge positive for both staff and Clients as with an EOT,  staff are more engaged in the running and decision making of the company when compared to other regular ownership models.  In essence, a more engaged and incentivised staff base is only a good thing when it comes to project delivery for the Client.

Paul Dickinson acts as our independent trustee on the employee ownership board.  Paul operates as a chartered human resources consultant and sits on the board of several employee-owned businesses.  Paul uses his experience and skills to help DLP reap the benefits of employee ownership.
