DLP Planning Ltd were instructed by HBC Construction Ltd on behalf of Network Rail in relation to proposals to demolish life-expired portakabins and shipping containers and replace them with a purpose-built, two-storey welfare building incorporating office space and meeting rooms at Network Rail’s Blast Lane Depot, Sheffield.

Due to its relationship with existing rail infrastructure, the site and surrounding land benefit from an Act of Parliament which allows Network Rail to exercise statutory powers to undertake development by virtue of Part 18, Class A of Schedule 2 of the GPDO.

Pre-application discussions were undertaken with the local planning authority (LPA) and elicited a positive response. Following a review of historic documentation relating to the relevant Act, a prior approval application was submitted to the Council in respect of the construction of the new building. The submission addressed the siting, design and external appearance of the proposal, demonstrating that it would not result in harm to the amenity of the surrounding area.

The removal of the portakabins and containers, together with the consolidation of built form and delivery of a purpose-built facility, was considered to enhance the appearance of the site and the setting of the adjacent Grade II listed building. The proposed building was set back from the northern boundary to reduce visibility and limit any impact on the historic character of the area.

The development was considered acceptable under the prior approval criteria and was subsequently granted consent under delegated powers in August 2025.
